Make the compression on RTEMS packages BZ2 as it is supported on MacOS without needing the xz command. That command is not available as part of the OS.

We cannot change the name of libbsd in 6 which is
rtems-libbsd-6.1.tar.xz. In future the libbsd naming will be versioned.
